with reference to your letter of the 18th March and to Hong Kong telegram No. 345, of which you have had a copy, we are arranging for a atatement on the lines agreed to be made in reply to an arranged Parliamentary Question on Wednesday the 7th April. I enclose for convenience of reference a copy of the statement in its final form. Me are also informing the Governor of Hong Kong that he can go ahead with the arrangements for publication in Hong Kong outlined in his telegram No.345, and we are issuing the statement to the Press here.
I am sending a copy of this letter with enclosure to Scarlett.
